Here are the updated quarterly figures on the publishing activity of DG3.
As you can see, the activity was quite intense during the third quarter (with respect to what we have seen in recent years). As a consequence, I have to increase my estimate for the overall number in 2012 from 1300 to almost 1500 decisions.
The decisions still arrive in rather big bunches, as the following graph shows:

I wonder if the decisions are reviewed and signed out by the DG3 president, a bit like DG1 directors signing out (and counting) examiner junk^W, er, actions? This could explain the batch effect: the files accumulate a bit before someone sits down and goes through them. I seem to notice a kind decay behind every peak: a lot of the files go out, but some require a second glance. I don't know about DG3, but I'm pretty sure there is a year end effect in DG1: all those directors running around trying to gather as much "production" as possible...
You could try to test for a Poisson arrival rate.
